The Director of the Arkansas State Police is authorized to issue licenses to carry concealed handguns to persons qualified as provided in Act 419 of 1995, as amended. A person wishing to do so must also satisfactorily complete a training course as prescribed and approved by the Arkansas State Police and conducted by a licensed Instructor.
